Garin can only upgrade most assault rifles by 1 tier and upgrade most Tier 1 and 2 armors but has a more larger selection in pistols including the Black Kite but cannot fully upgrade the weapon.
He also sleeps sometimes during the night and will wake up albeit late in the day, during this time one cannot do business with Garin. Garin also gives the same coordinates bargained by the Bandits.
