The flash drive contains upgrade data for a Chaser 13 shotgun and can be delivered to Van in the Loners base in the Cordon for a reward of 750 RU, after which he will be able to apply the upgrade to the player's weapons.

Location of the stash.
The flash drive is located in a stash named Case behind junkyard. The location of the stash can be bought from Drifter for 800 RU, after completing Wolf's quest to assist him and escort him back to the Rookie Village.
If the player happens to fail this mission, they'll be unable to retrieve the flash drive.
