Background
Edit
The Skat-9M is a heavy duty armoured suit used by the Ukrainian military and stalkers hired by it. It is composed of a vest with PSZ-12p armour, a built-in anomaly compensation suit and a Sphere-12 helmet. It is second only to the exoskeleton in terms of protection.
This suit became the military's equivalent of the Exoskeleton due to the former's high cost and numerous problems during it's concept stages: it was never issued to them. While not as durable and as protective as the Exoskeleton, intensive training of the wearers and superior armaments gives the wearer an edge over stalkers wearing Exoskeletons. The Bulat is only fielded by expert operators of the Spetsnaz.
The suit appears to be a fairly new addition to the Spetsnaz's armory and not yet issued to all operators, given that the Military stalkers in Call of Pripyat still wear the older Skat-9 suits.

Edit
A suit with great durability, along with over-average anomaly protection and supreme bullet protection. One of best armors in the game - it is worse than the SEVA suit, PSZ-9Md Universal Protection, SSP-99, and SSP-99M suits in terms of anomaly and radiation protection, but the Skat-9M is far more durable and offers superior bullet/splinter protection, although not quite as good compared to the Exoskeleton in these terms. The only drawback is bad nightvision, making Skat-9M quite not useful in dark areas.
This suit can be purchased from the Barkeep later on in the game. Colonel Petrenko will sell this suit after becoming allies with Duty. It can be found out in the open in several areas, including Strelok's stash in Pripyat, inside the Monolith Control Center, and on the rooftops of the Chernobyl NPP after the blowout.
